Provided proposal management and Subject Matter Experts (SMEs) for the Voice of America (VOA) Antenna Subsystem proposal submitted to the U.S. State Department. Subject Matter Experts were provided in the ILS and Quality Assurance areas. This effort also required special writing skills to translate the ABB manuscripts from German-English to American-English. The proposal consisted of six volumes with over 1,800 pages and was completed two days ahead of time.

American Eurocopter

PPM provided two phases of support American Eurocopter for the U.S. Army New Training Helicopter (NTH) program. In Phase I, PPM developed the front-end planning and established the basic structure for all proposal volumes. In Phase II, PPM provided volume management and technical editing for the Executive Summary, Technical, Logistics, and Past Performance Volumes.

Continental Electronics, Inc.
Dallas, Texas
Proposal Manager for the R.F. Subsystem Modernization Program Proposal submitted to the U.S. Information Agency (USIA) for the Voice of America. Managed a team of 9 Proposal Specialists and 30 technical contributors to produce a 6-volume proposal with over 3,500 pages and 250 drawings. The initial proposal included a detailed Life Cycle Cost Analysis, Work Breakdown Structure (WBS), Integrated Logistics Support Plan, Quality Assurance Plan, and Implementation Plan. Support continued after initial proposal submission to assist Continental in preparing responses to USIA questions and the Best And Final Offer (BAFO).

Cummins Military Systems

PPM lead the entire proposal development effort for the newly established Cummins organization. PPM had total management responsibility for all aspects of the proposal. PPM organized and managed a proposal specialist group of 15 engineers in assisting the CMS organization of approximately 45 people. PPM set-up and managed the administrative staff for word processing and graphics. We were also responsible for printing and binding all volumes. The final documents were delivered by PPM to CMS ready for delivery to the U.S. Army. PPM also led the effort to develop and produce a eighteen minute high impact video which was delivered with the proposal.

Conducted a proposal training course and workshop for two divisions of ISN. The course, "How To Design Winning Proposals," included sections on recent changes to the FARs.

J.J. Davis Associates

Responsible for all defense, energy, transportation and environmental proposals submitted to the Federal Government in the Washington, D.C. area. Directed all marketing activities. Conducted successful audits with DCAA. Responsible for establishing "Win Strategies" and proposal designs. Wrote and negotiated subcontracts and teaming agreements.

Lister-Petter, Inc.

Managed team of writers for four sets of proposals, which were submitted to the U.S. Army for a series of generator sets. The four proposals were developed simultaneously. The team was composed of writers in Ormond Beach, as well as several in locations around the world. In addition to managing the proposal development, we were responsible for hiring the total production staff and the final publication of the documents.

Lockheed Missile & Space Corporation
Sunnyvale, California
Proposal Manager for the Peacekeeper Rail Garrison Missile Launch Car (PKRG/MLC) proposal submitted to the U.S. Air Force Ballistic Missile Organization. Responsibilities included organizing and directing the development of the Technical and Management Volumes.

The proposal team included 9 Proposal Specialists and more than 75 Lockheed personnel. Scheduled and organized the Pink and Red Team Reviews. This proposal was limited to a total of 100 pages for both the Technical and Management Volumes. The proposal was prepared using the requirements of AFR 70-30 (Streamlining Proposals).

Oshkosh Truck Corporation
Oshkosh, Wisconsin
PPM has provided proposal development support to Oshkosh on several proposals. Two recent proposals were won without any DRs, CRs, or questions from the government. Initial PPM services were provided on the U.S. Army Palletized Load System. We developed the proposal plan and managed the total proposal development. Volume Managers were provided for Manufacturing, Technical, and MANPRINT. Technical editing and compliance validation was provided for Reliability, Maintainability, and Logistics. PPM provided the plans and coordinated the Red Team review. Provided a team of four proposal specialists for management and leadership of the U.S. Air Force R-11 Tanker Re-fueler Truck. Also provided management for the technical, management, reliability, maintainability, and manufacturing volumes. PPM developed the Executive Summary and a high impact video for each proposal.

Pratt & Whitney
West Palm Beach, Florida
Provided program management assistance and training for the National Aerospace Plane (NASP) Propulsion contract. Organized and trained the Pratt & Whitney proposal team using the principals of the PRO-SYS process. Directed the efforts of four proposal specialists and approximately forty P&W engineers. The new proposal design structure developed by PPM is now the standard by which other proposals are compared.

Also organized, managed, and directed the final major formal technical review. We used a multi-media, multi-image format for an eight hour presentation. Twelve speakers were trained in the new format with a significant section being conducted "Huntley-Brinkley" style. During the eight hours, several hundred feet of video film, and over 1,100 color 35mm slides were shown. Highlights included animation and motion simulation. Government attendees have been quoted as saying it was the best technical presentation they had ever seen.

Royal Ordnance, Inc.
Chorley, England
Provided assistance in re-writing a proposal submitted to the U.S. Army for the Penetration Aided Munitions (PAM) development program. The initial proposal was totally revised and re-submitted with the Best And Final Offer (BAFO). Initial support consisted of a detailed evaluation of the PAM proposal and a report on how to correct the deficiencies. The second phase of the support was hands-on assistance for extensive BAFO revisions.

Systems Engineering Division

Managed all proposals prepared by the Systems Engineering Division for over three years. Developed capability statements and presentations for Air Force and Navy customers. Designed a variety of marketing brochures for the total company. Wrote and published the SETAC guide for proposal preparation called STEP (SETAC Technique for Effective Proposals). Designed and implemented a Structured Approach procedure to proposal writing. The other divisions then adopted this approach. Proposal Manager for the resulting contracts which established the SETAC Ft. Walton Beach office.

Proposal Manager for all proposals written by the Armament Systems Division. Assisted the SETAC Systems Engineering Division. Served as the Management Volume Manager for the NAVAIR -630 Range Systems Support Services Proposal. Conducted SETAC contract negotiations for all Air Force tasks on a joint Air Force/Navy Omnibus contract. Set up the Ft. Walton Beach office and recruited the personnel. Participated in contract tasks on the MSR & Mini-Mutes Cost Analysis, the Safe Escape Analysis, LCAC Vulnerability Analysis, and the Strategic Training Range Complex (STRC) Systems Analysis. Wrote the STRC Program Plan and Program Management Plan (AFCSP 800-3).

Provided proposal management assistance for the F-14E/A-4D Trainer pre-proposal effort. Developed Strategies, conducted risk analysis, and prepared preliminary Storyboards. Also developed initial outline and concept for the Management Volume.

Provided proposal management and technical assistance for the 60K Loader proposal developed for the U.S. Air Force. PPM had total responsibility for the technical and management volumes. Assistance was provided on the logistics and reliability volumes. PPM assistance was also provided in structuring and editing responses to government questions prior to submission of the best and final offer.

Provided proposal management and technical assistance for the U.S. Army Family of Medium Tactical Vehicles (FMTV). Managers were provided for Technical and Production Volumes. PPM had complete responsible for the Executive Summary. A high quality ten minute video was also provided with the proposal.

Responsible for the establishment of the Ultrasystems Washington office. Provided marketing and technical liaison for business development with a variety of government agencies included FEA, ERDA, DOT, DOD, CPSC, DOI and EPA. Conducted marketing and business development presentations. Designed and published Ultrasystems marketing brochures.

Conducted a formal presentation at a Program Management seminar on Proposal Organization and Management. Devised a concept for the development, organization and presentation of proposals for engineering changes to government contracts. Organized and managed fact-finding and negotiation of contract changes with the Air Force. Provided technical assistance to the Marketing organization. Assisted in the development of a Cost/Schedule/Performance control system to ensure compliance with the requirements of DOD Directive 7000.2 (C/SPCS). Organized and directed a formal System Design Review for the Weapon System Computer.

Provided Proposal Manager and Proposal Specialist for the KC-10 Engine Repair Proposal submitted to the U.S. Air Force. Trained the United proposal team to design proposal using the Professional Proposal Management PRO-SYS process. PPM had total responsibility for directing the entire proposal development from initial concept through final production and printing. The proposal design was completed two days ahead of schedule.

Proposal Manager for the C-130 Aircrew Training System proposal submitted to the U.S. Air Force. Managed a team of 35 writers in developing a 7-volume proposal with over 1,200 pages. This proposal included 15 plans and 3 specifications. Among these plans were Reliability, Maintainability, Safety, Configuration Management, and development of the Work Breakdown Structure (WBS) in accordance with the requirements of MIL-STD-881.

Proposal manager and lead writer for an electronics production proposal to the U.S. Marine Corps. Developed all proposal strategies, wrote Technical and Management Volumes and designed all the graphics. Managed production staff and produced final documents five days ahead of schedule.

VITRO Electronic Systems

Assistant Proposal Manager for the "Projectile Tracking Radar" Proposal submitted to the Canadian Government. Responsible for the Management Volume of this proposal. Developed a detailed Master Program Network Chart (PERT/CPM) for the system design, fabrication, installation, test and training. Developed a detailed Work Breakdown Structure (WBS). Wrote a Configuration Management Plan and prepared a Maintenance Plan outline. Wrote the Proposal Preparation Instructions (PPI) and coordinated proposal production.

Prepared a technical presentation on the Air Force's new Strategic Training Range Complex and marketing opportunities it offered for new business at Vitro Services Corporation. Management Volume manager for the NASA FPQ-6 Radar Upgrade Proposal.

Developed a Proposal Preparation Guidebook tailored to client unique requirements. The Guidebook included four sections providing detailed instructions on: (1) Administrative Tasks, (2) Technical Volume, (3) Management Volume, and (4) Cost Volume. Assistant Proposal Manager for the Radar Bomb Scoring System (RBSS) Proposal prepared for NAVAIR. Total responsibility for the Management Section of the RBSS proposal. Also wrote an ILS plan for submission with the RBSS proposal.

Designed and wrote a guide for application of a MIL-STD-881 Work Breakdown Structure (WBS) to the Vitro radar manufacturing process.

Provided proposal consulting services for the "Technical Engineering Analysis Services" (TEAS) Proposal submitted to the U.S. Air Force at Eglin AFB, FL. Assisted in RFP analysis, customer requirements definition, and "WIN STRATEGY" design. Wrote section on the "Systems Engineering Process," in accordance with the requirements of MIL-STD-499A, for an airborne radar system acquisition. Wrote technical section on PERT/CPM techniques. Wrote section on application of Work Breakdown Structures (WBS) to armament systems acquisitions. Wrote sample task on the USAF acquisition process for an airborne Soviet radar simulator.

Proposal Manager for a Headquarters Air Force Systems Command Proposal to provide Analytical and Technical Services. Managed a multi-disciplinary team of 20 engineers. Completed the proposal several days ahead of schedule.

Provided marketing and business development consulting services to small and disadvantaged businesses. Provided proposal management, writing and technical assistance to these companies for proposals submitted to Government agencies in Washington, DC. These agencies included Energy (DOE, FEA & ERDA), Transportation, Interior Commerce and Defense. Provided liaison with the Executive and Congressional offices for new legislation items of interest to clients.
